The Aztec empire consisted of a collection of city-states known as altepetl. A supreme leader (tlatoani) and a supreme judge and administrator ruled each altepetl (cihuacoatl). The Aztec Empire’s Emperor (Huey Tlatoani) was the tlatoani of Tenochtitlan’s capital city.
